Villains I would like to see in the Batman Reboot

I don't exactly want to see all of these bad guys, but these are ones that I think would be good for a new age of Bat-Movies. I'm thinking that they probably won't do any extreme villains, like Joker, or super-powered enemies, for a first movie, saving them for sequels. I also think that they'll stay away from villains of the Nolan series, with Joker being a possible exception.

First off is-

#5
The Black Mask
Roman Sionis was born to wealthy, but neglectful parents. On top of that, he was dropped on his head by the frickin' head by the doctor seconds after he was born (that's not a lawsuit waiting to happen or anything). After his parents disapproved of his romance with a lower-class woman, he killed them both in a fire (temper tantrum, much?). This turned out to be pretty stupid, because she ended up breaking up with her anyways. On top of that, his company collapsed, and was bought by Wayne Industries (the name rings a bell...). Driven loony be his constant failures, Sionis carved a ghastly mask out of the wood from his father's coffin, and took the crime-lord identity of Black Mask.

Clayface(s)
Like I said before, we probably won't be seeing any super-powered baddies in the first movie. However that doesn't mean that they can't use Basil Karlo, the original Clayface. Basil Karlo was a washed up actor, who became disgruntled after he wasn't able to reprise his role in the remake of the horror movie, "The Terror". Deep in debt, Karlo goes crazy, and dresses up like one of his old roles from a horror movie, and kills the cast members of the remake in the order they died in the movie. When he was stopped by Batman, he developed a personal vendetta against the Dark Knight.
#3

The Penguin
The Penguins not a complex character. He's a tiny guy with big thoughts. Disliked by his entire wealthy family except his for his mother, Oswald Cobblepot grew up hated by the world, and found himself hating it back. After his father died in a harsh storm, his mom forced him to carry an umbrella every day. Although this added to his humiliation, he agreed out of adoration for his mother. Growing up and inheriting the family fortune, Cobblepot easily worked his way up into becoming a powerful leader of the criminal underworld.
#2

Lex Luthor
Hearing that there's a new Justice League movie on the way, means that we might be seeing some inter-movie crossing over. Lex Luthor has constantly caused issues for not only the Goddamn Batman, but also Bruce Wayne, causing a company rivalry between the two. Having a guest-star villain appearance would definitely be something new, but easily screwed up.

The Riddler
Edward Nigma(/Nygma/Nashton. get it straight, DC!) was the villain that everyone expected to see in the last trilogy. Not that I'm complaining, or anything, but it would be nice to see a new version of him. everyone seems to think of the Riddler from the '60s when they think of him. While I have to respect the man, because not only did he make the character popular, but he also introduced the Riddler's modern outfit. However, I'd like it if more people were introduced to the kind of Riddler that we saw in Arkham Asylum and City. The kind that would do anything to prove himself against the Dark Knight.
